IECC trustees prepare for next election

It may be more than seven months away, but Illinois Eastern Community Colleges officials aren’t waiting until the last minute to prepare for the next college board election.
The 2023 consolidated election, when voters will pick college, school and municipal officials, is scheduled for April 4.
IECC trustees Tuesday named persons to oversee the election and approved a schedule of dates for the election. Sheryl Childers, executive assistant to Chancellor Ryan Gower, was appointed election official. Nickie Daniel was named assistant election official.
The terms of trustees Gary Carter, Brenda Culver and Roger Browning expire next year. All three incumbents are expected to seek re-election.
Candidacy petitions can be circulated beginning Sept. 20. Petitions can be filed between Dec. 12 and 19.
Trustees also appointed Alex Cline as ethics officer, following the retirement of board secretary Renee Smith.
Also during Tuesday’s meeting at Lincoln Trail College, IECC became the latest taxing body to sign off on extending the lives of Robinson TIF districts.
Trustees agreed to provide the City of Robinson with a letter of support as they seek to extend the termination dates of the West Robinson Industrial Tax Increment District and the Downtown Robinson TIF District from 23 to 35 years.
In a TIF district, any increase in its tax base caused by development is diverted from the taxing bodies it would usually go to, such as schools and libraries. It instead is placed in a special fund that can be used only for further development within the district.
The districts have generated about $1 million for the community over the years.
As a part of IECC’s commitment to provide a safe and crime-free college environment, and in accordance with the Campus Security Enhancement Act of 2008, the board approved the Violence Prevention Plan and Emergency Response Plans for each of the district’s four colleges.
These plans outline violence prevention strategies and outlines the protocol for response should a violent act occur. Trustees also approved revisions to the Threat Assessment and Violence Prevention policy.
In a related matter, the Security Report was approved and is an annual report that meets requirements under The Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
The report contains crime information for the past three years, relevant policy statements, and training and educational programming related to campus safety and security, crime prevention, alcohol and drug use and sexual misconduct.
In personnel matters, the board hired Hunter Meritt as TRIO Upward Bound counselor at LTC and the district office in Olney, effective Monday.
Also hired were Elaine Hasty, as a district Spanish instructor, Shanna Bradford, as a district office data analyst, and Megan Hildebrand, TRIO Upward Bound counselor at the district office and Olney Central College. All are effective Monday.
Trustees approved a bid from Homes by Schuetz for installation of a new student sidewalk at OCC at a cost of $42,350 inclusive of two alternates. A bid from Bobcat of Effingham for a mini excavator at Frontier Community College at a cost of $52,350 was approved. A bid from Steve Faulkner’s Chevrolet, Buick and GMC for pick-up trucks at Olney Central and Wabash Valley colleges at a cost of $80, 940 was approved.
A new policy detailing IECC graduation requirements was adopted and the removal of temporary COVID-19 revisions were approved for vacation, leave and benefit policies.
An affiliation agreement was approved with The Rehabilitation Institute of St. Louis LLC.
The next regular board meetingis 6:15 p.m. Tuesday, Oct. 18, at Olney Central College.
